  • BIGGER Écoles (BE): Changing Attitudes and Norms to Prevent Underage Marriage in Marrakech-Safi is an initiative by Project Soar, in partnership with the Fédération Nationale des Associations des Parents d’Elèves du Maroc (FNAPEM), funded by the European Commission. This project aims to empower FNAPEM’s civil society organizations (CSOs) attached to schools in Morocco to promote and protect human rights while addressing gender-based violence. Through targeted advocacy efforts, BE will champion girls' rights and combat underage marriage by strengthening FNAPEM’s CSOs' presence in public schools. The initiative includes a comprehensive capacity-building program focused on adolescent girls' issues, featuring specialized training components to ensure the long-term sustainability of efforts to advance girls' rights.

Project Soar is seeking a consultant to support the early implementation phase of the BE project by leading the development of an advocacy toolbox aimed at preventing gender-based violence (GBV) and underage marriage among adolescent girls in the Marrakech-Safi region.

Key Responsibilities

  • Analyze the existing key statistics and information on GBV and underage marriage among adolescent girls in the Marrakech-Safi region.

  • Identify data gaps and source additional information.

  • Review and simplify the Marrakech Declaration into an easy-to-understand document outlining schools’ rights and responsibilities.

  • Design a detailed, week-long co-creation agenda and tailored materials for three separate workshops, each conducted with a distinct stakeholder group:

    • FNAPEM and their CSO provincial representatives

    • School directors/AREF

    • Religious leaders (Imams/Morchidat)

    • Project Soar staff

  • Lead and facilitate the co-creation workshops. Project Soar team will support the event.

  • Develop a School administration kit that includes a BE project overview and Visual posters in collaboration with the Project Soar graphic designer.

  • Develop a BE Mentor Kit that includes:

    • A manual to train CSO representatives on leading advocacy and implementing the BE program.

    • Detailed training agendas for CSOs training, including session objectives and timing.

    • Facilitation tools, handouts, and visual materials for school-based dialogues in collaboration with the graphic designer.

    • A guide to train future BE mentors on the delivery of the CSOs training

  • Develop a CSO Advocacy Kit that includes, Materials, agendas for family orientation sessions and tools and templates for advocacy sessions with religious/community leaders

  • Lead a digital validation meeting to present the draft to the co-creation workshops participants.

  • Hold an internal meeting with Project Saor team for final draft feedback.

  • Finalize the BE Advocacy Toolbox draft integrating the co-creation workshops participants and Project Soar’s feedback and ensuring cultural and linguistic adaptation for Arabic audiences.

  • Design a comprehensive multi-day agenda and training materials to prepare mentors for the CSOs cascade training.

  • Facilitate training for 4 mentors, with a focus on participatory approaches and toolbox implementation.

All deliverables must be submitted in French (or possibly English), and Arabic in editable digital formats (e.g., Word, PDF, PowerPoint)

Total Estimated Work Days: 31 Days  

Place:  Hybrid, Project Soar HQ Marrakech

Contract duration:  2 months and a half

Anticipated Timeframe: Mid July through September 2025


Your profile
  • Bachelor’s degree in Social Work, Education, Gender Studies, International Development, or any related field. A Master’s degree in the mentioned field or any related field is greatly preferred.

  • Minimum of 5-25 years of relevant professional experience in program coordination, with a strong focus on youth-based advocacy, empowerment, or education.

  • Proven experience working with Youth, or developing Youth development programs

  • Proven ability to collaborate with diverse stakeholders, including community members, civil society organizations (CSOs), government entities, school directors…

  • Proven experience working with international donors and partners, such as the European Union, UN agencies, or similar.

  • Demonstrated experience in Monitoring and Evaluation (M&E), including data analysis and using findings to improve program effectiveness.

  • Fluency in Arabic and advanced proficiency in English is required; proficiency in French is highly desirable.

  • Strong leadership and team coordination skills.

  • Excellent organizational, planning, and multitasking abilities.

  • Deep commitment to gender equality, social justice, and youth empowerment.

  • Critical thinking and effective problem-solving capabilities.

  • Strong written and verbal communication skills, including report writing and presentation.

Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), Google Workspace (Docs, Sheets), and other relevant software tools.


Selection process overview:

The recruitment process will take place in 4 stages: 

Stage 1: Application & Pre-Selection

Deadline: June 22, 2025
Candidates must submit a complete file containing:

  • A detailed CV with relevant experience

  • A sample portfolio of training agendas and tools related to the consultation

Applications will be reviewed, and pre-selection will be based on alignment with the consultation’s subject.

Stage 2: Submission of the consultant Offer

Deadline: June 29, 2025
Pre-selected candidates will receive a brief project document for further information and must submit a detailed offer including:

  • Methodological Note explaining the proposed approach to the Terms of Reference (ToR)

  • Execution Schedule / Calendar with key phases, activities, and timelines

  • Financial Proposal detailing total costs and fee breakdown

Stage 3: Evaluation of Offers

Timeframe: June 30-July 1, 2025

Submitted offers will be evaluated for quality, feasibility, and cost effectiveness to shortlist candidates for interviews.

Stage 4: Interviews

Timeframe: first week of July 2025

Shortlisted candidates will be invited to interviews to assess expertise, methodology, and fit with consultation objectives.
