1. Background
BIGGER Écoles: Changing Attitudes and Norms to Prevent Underage Marriage in Marrakech-Safi is an initiative implemented by Project Soar and funded by the European Commission. The project aims to strengthen civil society organizations in Morocco to promote and protect human rights, address gender-based violence, champion girls’ rights, and prevent underage marriage through stronger engagement in public schools.
As part of the BIGGER Écoles Toolkit, Project Soar has developed learning content for school administrators and FNAPEM parents’ associations. This content covers the project cycle, safeguarding, referral and reporting procedures, School Dialogues, Family Advocacy Events, and other audience-specific responsibilities. The materials will be made available through short video-based eLearning capsules hosted online alongside the project guides and annexes. Project Soar therefore invites qualified videographers or audiovisual production providers to record the approved BIGGER Écoles video content over three filming days in Marrakech.
2. Objective
Project Soar seeks to contract a qualified videographer or audiovisual production company to plan and execute the technical recording of presenter-led BIGGER Écoles eLearning videos for school administrators and parents’ associations. The successful bidder will ensure consistent image, sound, lighting, framing, and visual quality across all sessions. The footage must be suitable for professional post-production and publication on web- and mobile-based learning platforms.
3. Responsibilities
The videographer will be responsible for the following:
• Participate in a pre-production briefing with the Project Coordinator and relevant team members to review the scripts, visual approach, filming schedule, branding requirements, and technical needs.
• Prepare a detailed filming plan and call sheet covering the three filming days, including set-up, recording sequence, breaks, retakes, and equipment requirements.
• Provide, install, operate, and safely remove all professional filming equipment required for the assignment, including camera(s), lenses, tripods or stabilization equipment, lighting, microphones, audio recording equipment, monitors, media storage, cables, and back-up equipment.
• Record presenter-led BIGGER Écoles content in Arabic in accordance with the approved scripts
• Ensure professional and consistent technical quality, including camera settings, composition, focus, exposure, white balance, lighting, clean audio, room tone, and continuity between takes and filming days.
• Support the presenters during filming by allowing adequate time for rehearsal, identifying technical issues, and recording retakes where needed.
• Monitor sound and image throughout each recording session and immediately flag any issue that may affect the usability of the footage.
• Maintain clear production logs identifying file names, scenes, takes, preferred takes, language versions, and any technical or continuity notes.
• Back up all footage and audio files at the end of each filming day to at least two separate storage locations.
• Organize and hand over all recorded footage, synchronized audio, production logs, and related files using an agreed folder and file-naming structure.
• Comply with Project Soar’s safeguarding, confidentiality, consent, and branding requirements throughout the assignment.
4. Expected Deliverables

5. Duration and Work Schedule
The assignment includes three full filming days in Marrakech on dates agreed with Project Soar. The selected provider must also allocate sufficient time before filming for technical preparation and after filming for file organization, quality control, and handover. Any change to the approved schedule must be communicated promptly and agreed in writing.
6. Reporting
The videographer will report directly to the Project Coordinator and coordinate closely with the eLearning Specialist, presenters, and other designated Project Soar team members. Project Soar will provide the approved scripts, relevant European Commission and Project Soar visibility guidance, the presenter schedule, and access to the agreed filming location.

8. Payment Terms
Payment will be made upon satisfactory completion and approval of the agreed deliverables:
1. 30% upon approval of the filming plan, technical set-up, equipment list, and call sheets.
2. 40% upon satisfactory completion of the three filming days.
3. 30% upon complete handover and acceptance of all organized footage, audio files, production logs, and back-ups.
Payments are subject to submission of a valid invoice and any applicable contractual and tax requirements.
9. Ownership, Confidentiality, and Safeguarding
• All footage, audio, project files, production records, and materials produced under this assignment will be the exclusive property of Project Soar upon payment.
